Deduction of amount from my mobile

many a times a certain amount by unfair means is deducting from my mobile 9414336276.
I already complained to bsnl customercare but they gave me nothing more than complain no.,
today 20 rupees are deducted from account for Regional radio service and still i don’t know how this service is activated on my mobile.
I want my money back
Pls solve my problem
