Regarding the automatically activated value added services and not refunding the balance

Location/place: Nashik

Name of company/service: Tata Docomo

As per mentioned in the above subject the tata docomo service giving wrong info about the VAS which has not been activated to mine number. and the executive are saying that the balance cannot be refunde its easy to deduct the balance and the refunding authority has not there. its difficult me to use the service and could not leave my money to them. give the solution for it
