Order not received and company not giving refund

I have placed order & made payment for 50 planters with India Manufacturer Exim Vision on 6th July 2018.
Gurpreet Singh, the contact person, said the material will be ready in a week but even on 28 Aug 18 I have not received the material. I asked for refund so he did not pick calls and messages. He blocked me on whatsapp and on sms I have asked him to make refund for which he only replied “outstation”. He stopped responding to me.
