Bank charge for return cheque if not balance

Res sir i want to say if in my account have no balance then bank charge 200 to 500rs cheque return charge i think this is right if my account have no balance then charge me but i want to say if bank cheque return by mistake even if my account balance then must be charge to bank and give same type charge pay to me 400 to 1000 rs i want if my mistake then bank charge then why if bank mistakes not charge so pl take right decision for this matter i hope you understand what i say
