not providing a bill with VAT number

i have retail electronic shop located on Dadar-W, here we have Airtel Dist named with (Rudra Enterprise) not providing a bill with VAT number, when i have called me is saying He is only a service provider, he can not provide a VAT bill, and other comapany like Idea & Vodafone are providing Vat Bill, When i spoke with airtel ZSM Miss Sumati Sahgal . she is saying she will talk with Dist , but can not force him to give a Vat bill.

pls tell me what should i do.
