Wrong Commitment of Broadband speed and non cooperation for complaints

Dear Sir,

I bought a MTS dongle on October 2014 and at the time of purchasing company promised me the broadband speed of 2MBPS unlimited. But when i was using speed came of 20-40KBPS only.

I complained on the customer care so many times but i got reply ” we cant do anything if u didnt get speed then stop using MTS.” Straight away they reply and refused to give me complaint No.

After that i stopped make payment on March 2015 bill of Rs.1132/- and whenever i got the call from company regarding payment then i gave them the reply that i will make payment only if my problem of speed will resolve. But they said that first pay amount and then only we would be able to resolve the problem.

and now they are sending me a notice for balance payment.

Can anybody help me in this regard.
