Premium Money is not refunded as the policy is not issued

I am NRI and currently staying in Dubai. During my stay in India in August, I have purchased one health Insurance policy for my mother, myself and my family and for my In Laws. As per Canara Bank and Apollo Munich Sales person, my mother bank account was not required and money can be deducted from my account as I can be sponsor. However for my In -laws, I have opened the account and money can be deducted from my Account as I can be sponsor but they need account in Canara Bank. Now Apollo Munich has deducted premium amount for family floater for my family and for my In laws, against which the policies are issued. Apollo Munich has deducted money for my mother also but they have not issued the policy for my mother as she also needed account in Canara Bank. She has Opened the account in Bharuch Canara Bank Branch and got the policy from that branch separately. Now Canara Bank Jalandhar Branch and Apollo Munich is not returning money for which the policy is not issued. I have written to Apollo representative Mr. Manjesh Also and followed up with Canara bank Sale person. I have even done the complaint to Canara Bank. From Dubai, I have called the concerned people many times and spent money more than the policy premium and harassed me. Please help me to get the premium back along with the expenditure I have anchored for calling from Dubai.
