Undelivered Policy document and improper policy details communications

Key Issues:
1) I have not received the policy document for the policy# 006025701
2) Also I have not communicated proper details of the policy

Details:

I have taken a policy from Birla during 2008 (policy# 002241264) and for which i am paying a quarterly premium of 2826/- without any delays or interruptions.
One of their agents (Name: Suresh Contact: 9677291908) approached me during March’2013 and told me that there is around 30000/- of matured amount on my policy and it was not good time to take our that amount as the market was not good and payout will be less.
He suggested me to invest that amount in another policy (through fund switch between policies) so that I won’t loose any amount.
He told me like it is one time payment by switching some fund and open new policy,and no further premium payments required.
So I have agreed to transfer an amount of 30000/- to initiate a new policy.
Following that I got a mail confirmation on 22-March-2013 about policy issued (006025701) and also another mail on 30-April-2013 with fund switch confirmation to new policy.
After a week from the time that agent approached me and all the document work finished, he is not at all reachable on the given contact.
Also customer care didn’t provide me any update on document status.
As I have my first policy document and the new one looks like linked to it, I felt secure about it.
After an year from policy issue, starting March-2014 I was getting reminder mails,calls to pay the annual premium (30000/-) towards that policy.
I have spoken with customer care multiple times and have been told like have to pay premium for 5 years and the document was sent through some courier during April’2013 but was not delivered as door locked.
I didn’t get any call from courier people regarding policy document delivery.
They said like it was sent back to a person named ‘Dilli’ (from Zonal head office,Adyar,Chennai) but he didn’t give me any call to come and collect the document.
I have approached T.Nagar and Adyar branch offices multiple times and have given written complaint on undelivered policy document and unclear details.
They haven’t taken any action on it and also told me last time like I have to give a request (on stamp paper with notary signed) to send me duplicate policy document and also the policy amount will not be reverted at this point of time as it locked.
Since it is their mistake of providing wrong information about policy and not delivering policy document, I don’t want to spend money and apply for duplicate document.
Overall, I am feeling insure about investing in Birla Insurance and would like to seek your help to get this sorted out as early as possible.
I have totally more than 60,000/- (both policies) locked with them which i am feeling insecure about.

I would like to close my relationship with Birla (as it is not safe) as soon as this issue sorted out.
