Cheating customers by leving extra tax

I visited Hotel Sangeetha – Desi Mane restaurant at Express Avenue on Oct 2, 2014 for my dinner with my wife. I was given a bill that included a VAT of 2%, Service Tax of 5% and a Service charge of 10%. I enquired the manager there why I was being charged a Service charge as well to which he replied that the Service tax was for the government, and the service charge was collected so that they could pay the shopping mall. It was, according to him, the hotel’s management decision. Thus, the hotel needs to pay the shopping mall to run its business, and they are simply transferring that expense to its customers so that they don’t have a loss. Thus they have levied me almost Rs.80 extra as tax which is unfair. This is exploitation by Sangeetha of its customers. I have the copy of the bill as evidence.
