buying shipment not recieved

dear sir ,

I buy a mobile phone on www. ebay.in site,i already paid money and my pay paisa id 37499344332 . the shipment recieved date 14.10.14.but till now i not got my shipment.when i track my order it always shows me shipment is hold on regulatory paper work.courier service name Blue Dart and AWb no. 69112970323.
when i call to ebay customer service they not give me satisfactory answer.so sir,i already paid online money for this and bank intrest start on my account because i buy online mobile through credit card.
i many time send mail and ask why my shipment on hold no body tell me.
