OD Limit on my Account after mortgaging Policy

This is with respect to the OD limit process that was initiated after a call from : Citi Solutions 272 ground floor near naharpur village bus stand m2k rohini New Delhi, (address as provided). The official offered me an OD Limit of INR 5.0 Lacs on Policy of INR 25000.00. i was asked to courier my ID and Address papers along with the cheque(
of the said amount, which I did. Next they said they could increase the limit to INR 10.0 Lacs if my spouse policy of INR 17500.00. I did that also and mailed the papers.
After lingering on for a month I was asked to pay TDS amount of INR 45000.00. I said I could not afford to pay that much amount, then they negotiated to INR 35000.00. Having paid INR 42000.00 and afraid of loosing that amount, I made a quick NEFT into the Citi Solutions ICICI bank account no. 039605500364. IFSC – ICICI0000396. TRN for the same transfer is 606767001 dated 30th June2014.
Now I had been promised a date of 3rd July for the same OD limit to be applied to my Account. After several days of Calls and delays, I was promised a date of 16th Jul 2014. On 17th July when I called on the number 8459760168 (Ms. Sanjna Thakur) I found the number switched off. I called other numbers and came to know that the officer incharge of my file was not in the office that day. I talked to the seniors and was informed that I needed to pay another INR 35000.00 as file charges then only they would get my work done.

Mr. Sumit Dhawal and Ms. Neha Sharma who talked to me as an officer from Citi Bank, Nehru Place branch on 17th July, 2014. Said that he could not process the File no CB560711S unless I paid that File charges.

I humbly request you to please look into the issue and get my hard earned money refunded back to me.
