Shopkeeper asking more than MRP and Not giving Bill

Hi, I live in Raigarh [Chattisgarh]. Today I asked a shopkeeper just in front of Railway station for a 500ml Soft Drink [Thumps Up to be precise]. The MRP printed on it was 32/- but I was shocked when the shopkeeper asked me 40/-. When I asked him for a Bill he refused to give it to me and did not sold me the product. I know the Consumer Court will not do anything for it but I just want to ask the Indian Government that why the hell they are not doing anything for this kind of thing and insanely raising taxes on salary. This is simply a clear slap on the Indian Government. The Consumer Court is filled with these kind of complaints but not a single one is being answered. GOD SAVE INDIA.
