Not issuing certificate and not reply calls and emails

Dear Sir,
I am joining Ethics Institute Of Management & Technology for do my B-Tech on distance education.But they are not responding my emails and calls.This was happened almost over 1 year.I am already pay my total course fee.
I am talk to EIMT head for this matter they conform me i will get my certificates within 2 months but this commitment also they are not fulfill.
I have received my payment recite and well come latter from there side but certificates are not .
So please help me for this matter.
