MTS false promise of 9.8mbps and bad customer care

MTS offering 9.8 mbps for my wi-fi MBLAZE ultra dongle and I never got more than 900kbps, here I took a screen recording which you can see the speed of 9kbps, after recharging unlimited plan every month i used to call customer care and made many complaints but they didnt responded or given a satisfying solution
my complaint no registered every month is written below

its a loss of money for me , i need compensation or solution.
at a time they take one complaints and take weeks time to respond.
they used to call me every month end for next recharge on time , one time they cut the call when i told this complaint while they called me for reminding recharge
