ansal housing : penalty holding charges levied

1. I am serving in defence forces. Booked flat at ansal town meerut in 2012.
2. Letter of possession sent to an address in 2012. No mail, no call and no reminders sent by company just to make profits.I wrote two letters for asking the status of possession but no reply received.
3. I physically went to office where i was handed over a statement which included a heavy penalty for non possession and maintainence charges etc amounting to approx 6.5lakh.
4. Taking a late possession i already have lost approx rs 10000/- per month. On top of it this penalty.
5. These builders are minting money out of it. They ask me to pay maint charges as well as penalty @18% of the delay calculated quarterly basis despite non receipt of possession letter.
