Idea sim not activated

I bought an Idea sim in Jabalpur, Madhya Pradesh and I sumbitted adhar card copy as proof but my sim was not activated. So I contacted customer care, their response was that my father’s title name was different from mine. What kind of reason is that? I have used sim from other telecom companies, there has never been such problem before.
And I have been charged 100 rupees for sim,and they won’t refund. What exactly have i paid for?
