FAULTY BILLING

Have recently taken and activated a postpaid connection from Vodafone.
As per recent TRAI circular no services can be activated on my mobile without my explicit permission and also non communication does not mean my assent.
1)Vodafone has activated default internet services on my phone without my consent.
2) Normal charges for Internet charged to Vodafone customers is 125 rupees per 1 GB but the charges for acessing internet on my phone have been summarily been decided as 10 paise per 10 KB. This exorbitant charging has nowhere been communicated to me. I have been charged 5600 rupees for usage of 200 MB
3)My credit limit has been communicated as 2500 but I have been charged a bill of 5600. Why has then my services not been terminated at 2500. They have waited for my bill to be bloated to 5600 then terminated my services. They are confirming that there is no credit limit for Internet usage. Then why have my services been terminated when my bill crossed the 5000 mark.
I have time and again called their call centre and also written to them and their appellate authority however I am getting communication that I have to pay the bill.
Please note even the bill for last 2 years for me has never crossed the 5000 limit and am not in a position to pay this bill. Need to understand why there is such a vast difference in the charging for customers who have activated internet and the default internet services. See this as an opportunity of Duping customers which is done by Vodafone. Need action taken against this company also have gone without outgoing services for nearly a month due to this faulty billing.
