Amount deducted is not refunded

I had Purchased few item from ebest online store on the 25th if July 2013 but on 26th July I received an email stating that we don’t deliver the item to your area and asked for my bank details, communication address etc, so I provided the same on that very day on the next day I received another mail stating that your amount will refund within a week but its almost 15 days neither I got any response nor my amount is refund.
