non activation of 3g data plan

i got my number ported to vodafone (17th july ,2013) in the hope that i will get some decent 3g services as compared to my previous service provider.but i was shocked when i got a 3g coupon for Rs 249 recharged on my number (9415447686) and did not get the service activated.Instead these vodafone people deducted Rs 78 from my main balance for the data usage…inspite of me getting the recharge for Rs 249 done for the same.I have filed a number of complaints at their store and online….but everytime they just close it without trying to solve it or even bothering to in form me….i have all the details regarding my complaint…and even a copy of the usage data from the vodafone store to prove my point….can you tell me the procedure as to how can i sue these people for all the harassment they have made me face
