No service and non refund of money and false commitment

Name of company/service: Indian Health Organization (IHO)

on Jun 22, 2013 I had got call from IHO marketing tele caller explaining the product.The health product was for Rs 12500. one important commitment was to convert this amount of 12500 in to 9 EMI through IVR transaction..
However since my credit card was renewed IVR (online) transaction was denied and physical swiping is allowed. When I informed this constraints to IHO, They have arranged person with swipe machine and recommended me to use my credit card, keeping their commitment of EMI conversion, which I had double confirmed at the time of using my card..
After transaction, during welcome call from IHO , my EMI facility was denied since I didn’t make transaction using IVR..I relaized that the commitment made during physical use of my card was false…which was even confimed during welcome call by IHO. SO I had requested them to cancel this trasaction immediately and refund the amount of 12500, since I was not in position to pay 12500 in month of Jun 2013.
After placing the request I was promised that I will receive my refund within 14 day..after lot of follow up (8 phone calls to IHO service and 3 mail communicaion) I haven’t received my money and every time I call to IHO , I am being told about the new date..Overall I believe IHO is not ethical company to get associated for any product..I have also faced penalty from credit card since I could not make payment 12500 due to non conversion in EMI..Kindly help me in getting my money back ASAP..
