taking time to refund the money for failed transation

Location/place: electronic city bangalore

Name of company/service: Indian Railway

i tried booking a ticket in IRCTC.co.in.
It accepted my money rs. 732.0. But transation failed in the last minute. The website showed session expired.

I tried again and got the same error. Rs. 732 got deducted.

now i dont have any money now in my account now. It takes atleast 2 days for the money to get refunded. What should i do now?

Is is correct if an govt body like Indian Railway keeps my money for two days , by which i could have done a lot of things.

please do necessary actions.
