received damage product but yet not replaced

I had bought NicerDicer from shopclues.com on cash on delivery which I received on 19th June2013 and I paid for it but when I opened the packet it was already defective so I ask to replace the product. After return request the product was picked on 2nd July2013 and had reached them on 5th July2013 . But fifteen days are over and they have neither send me the replace product nor refunded.
