Sms not send from my vodafone simcard

Name of company/service: Vodafone

I can not send sms from my Vodafone simcard.
When i call to customer care , he hold that set the proper massage center number
but it is already set in my phone.
When i call customer second time that time he told me check in different mobile.
I checked and still massage not send.

I called third time he told me that recharge with Rs.106 because of your massage validity expire.
When you recharge with Rs.106 you can send massage and send “act lifetime” to 144 for lifetime validity of sms.
