S.B.I authorities not providing loan after every process is complete

hello, concerned authority. i am a student from SIKKIM MANIPAL INSTITUTE OF TECHNOLOGY . i applied for loan last year in the mentioned branch . sir, the authority insured me of providing the loan so we submitted all the papers.They used to call me and my father daily to the bank and made us sit all the day.due to them i had to miss many classes too .sir , they did all the things that is needed for the loan like checked all the documents,opening of bank account,ticketing the bonding papers and now they are saying that the loan will not be provided because the bank manager has changed.
sir, i would like to hear from your side.
please look into this.
