Refund of Missed flight

Location/place: Chennai

Name of company/service: Air India

I booked two ticket for me and my wife, ticked no. were 098-2106913251, 098-2106913254. We somehow missed the flight. Fare of both the ticket was 17448, and when I asked about the refund of money; they told me that only 800 per ticket (1600 total) will be refunded. However, when i saw the fare details of the ticket it was as follows:
2 Adults @ INR 3,900.00 :INR 7,800
SURCHARGE
India: User Development Fee :INR 1,306
India: Passenger Service Fee:INR 294
Airline Fuel Charge (YQ) :INR 7,300
TAX
Service Tax (JN) :INR 748.00
TOTAL TRIP COST :INR 17,448.00
(Including Base Fare, Surcharge, Fees, Taxes)
SO, I feel it is an unfair business practice to charge development fee, fuel charges, service fee and tax, when i did not travel in the flight. Although, it is reasonable to charge some penalty, while refunding as we missed the flight because of us and not because of airline. But refunding 800 per ticket is an unfair.
