Dear forum i am painfully submitting my complain which i have send in reply to a demand notice from tikona care. Please help me in this.

Its very unpleasant to get this demand notice from tikona after discussing several times with tikona customer care about the issue where i have been assured about the resolvement of the billing case.
that i have taken a connection of ADULM 2048 on june 17 jun 2012, where i have given assurance bandwidth of upload 256 kbps and download about 2 mbps.
during demo only i got good bandwidth but during actual use i use to get only 20 kbps upload & 1 mbps download on average.
that i reported almost everyday during my 1st month which can be verified from call records in customer & tech support database, i got standard connection speed only 5-6 days on 1st month only. i could not call my contacts abroad even on skype also. inspite of requesting to resolve the matter permanently nothing turned out. even if they use to visit it would be late maybe sometimes around 9 p.m. also where i need to hold back in my office, even doing all these which i never imagined, the next day it would have been the same bandwidth isuue with mere 20-25 kbps upload. everyday they will make some issues to explain the poor connectivity issues.
that when i took the connection i paid 1 month rent in advance valid thru june to july 2012.i got a bill on august 2012 demanding 2 thousand plus as bill. i asked for verification on same and refund of money due to technical inability issue to tikona customer care, where they assured to get back with a resolution.
that due to inefficient & poor net connection i compelled to close my office only because of tikona, i moved out from office and told tikona care to prepare final bill where i demanded adjustment of money for inability to provide proper service throughout 1 st month for which i called tikona care everyday to resolve the problem, plus adjustment of advance rent.
that i informed tikona care to disconnect the connection unless the bill problem is issued, even asked cust. care if i need to put in papers, which they told not necessary as they are working on the request dedicatedly through tikona server.
that tikona called me personally to collect back their modem and apparatus around sep 2012, where i ask for confirmation if they discontinued my service, they told that its obvious the line is disconnected otherwise they will not take back the modem. they confirmed me the day to collect my modem where i informed that since i close the office on august only after facing harrasment due to internet connection issues, so they can go and collect it from the house owner who is also using tikona connection in his premises & if they face any problem they should get back to me immediately otherwise no need to call back. they confirmed me the matter thereafter.
inspite of such suffering for the service which i paid for & for which i am eligible, i never approached the consumer court of forum against tikona ever, but for the bill issue of mere 2000 plus which need to be sorted out by request from my side, tikona maligned me in the name of demand notice where as a service provider they have the right to ask for billing but not accountable for the extreme pain and huge monetary loss & reputation that i lost towards my client base, then why i will not have the right to say my views of the inconvenience i suffered because of tikona.
that on regular basis i am getting calls from delhi now for billing issues and court proceedings, although i contacted tikona care in between about the matter and conveyed to the advocate representing tikona from delhi, where i explined the billing issues who told to get back to tikona and sort it out and get back to me, even when i contacted tikona kolkata they harrased me by saying that the bill is 2000 plus because i have 2 accounts with tikona, which is a huge shock to me, i tried to tell him that i have only 1 account bill to pay not 2, but they arogantly & rudely said that 1st clear the money then will look into the matter.
with all these still going on i got a call again from delhi warning to deal with the matter, so i contacted today again to tikona cust. care where they assured a resolution.
even i found tikona made a system bill of nov 2012 (quoted as “We will consider waiver of Rs 292. on your total Outstanding Rs. 2470, provided you make Payment of Rs. 2178 within 7 days of receipt of this letter”) and a demand for modem in case, that means although my connection stopped as per tikona care around sep 2012 as the bill issue was not resolved till sep 2012 and which led them to collect modem thereafter on sep-oct 2012. i am highly frustated and clueless of exactly whats going on around.
so i need a final bill once again with
adjustment of prepaid rental as on aug 2012,
non serviceable connection for 22 – 25 days in 1st month,
refund issue on tech issue for service inability.
