Aircel has took my 400 rupess and not gien a single paisa balance

Name of company/service: Aircel

I am using aircel since from last 3 months I recharged with 198 rupees at last May month and I did not get any balance in my mobile, I also tried to call aircel customer care, complaint number also but they are not picking up my phone.
And this month again when I recharged with 198 rupees again same thing happen.
Now I want to task a serious reaction for aircel. They took 400 rupees of mine.
I just want to know why they are not giving me any balance on my mobile.
This represent that aircel is a very ghatia company and they are just doing robbery to the peoples.
I need my money back or balance in my mobile with in 2 days.
