Fraud by citi bank on bajaj alianz insurance

Hi,
i have took gener insurance from citi bank(policynumber: 277921595) while opening my salary account,citi bank representative have said i can with draw my insurance any time with full refund but when i call them for surrender the policy they informed me that they will deduct the money and ask to contact bajaj alianz, i have sent almost 6 mails to bajaj alianz but till now they are not replying to my mail
