Complaint against thr state bank of patiyala

My name is Sant Ram from JIND( haryana). I completed against the state bank of patiyala because my ATM card is not give me I complaints the SBP care also. I send a fax also but here is not any respons. I resitred for ATM december . 2012 and once again resiterd in march 2013 but not be solve my problem. I m govt. employed sir. please solve my problem
