Non functioning of Tata Walky

I am having a Tata Walky no 65251736. This connection is there for more than 6 years. Recently my hand set was malfunctioning & not taking charge. When I took the set to Park Street showroom of Tata Docomo on 1 st June’13 I was advised to buy a new set. I purchased the set immediately ( Cash Memo was issued in the name of Drive India Enterprise Solutions Limited , Invoice No: I2013-14/3100-1102-00603 for Rs 1649.00). I was assured by sales executive (Mr Haqe) that the set will be activated within 24 hrs. However the set has not been activated so far.On contacting the same outlet on 3rd it was communicated that it may be activated by 5th June. On contacting the customer care the same reply was given. They have also refused me to give phone no of their Senior Executive. I have also lodged complain through mail which although acknowledged has not given e any reply so far. Firstly the company sold me a phone set on false promise to activate the same within 24 hrs. Secondly they have failed to give connection even after 48 hrs.Thirdly they are telling that if I surrender the connection the money for the new set will not be refunded. These are gross apethey towards customer & harressment for no fault of customer.
