Complaint against employer who not processing my PF withdrawal forms

Name of company/service: Onward Technologies Limited

I am Vijay Lokhande from Ahmedabad. I was working in Onward Technologies Limited. (Kondhwa, Pune). I had worked with this organization on since 18-08-2010 to 09-10-2013 as Design Engineer. Employee no. was 3747 & PF a/c no. is MH/38024/3754.

I would like to say that the above organization is not ready to process my PF withdrawal forms i.e. form 19 & 10C. I submitted filled form 19 & 10C with cancelled bank cheque & ID proofs along with Aadhar receipt on near 19-03-2013.

I sent these forms through registered AD & after telephonic discussion the concern authority told me that they received my forms. After some days, she asked me for Aadhar UID/EID receipt, I submitted the same within 15 days. After some days I called her for status, she replied that I have to submit bank passbook also signed & stamped by bank manager.

Earlier I withdrew my PF amount with same documents without any passbook, now why she is asking, and why sharing information on instalment.
I want to know is it mandatory “Bank passbook signed & stamped by bank manager” for PF withdrawal.
