No response from the Alwarpet- EB department in spite of repeated complaints

We are often facing problems due to the fact that the power goes off even after or before the regular 2 hr power cuts and that it is a showroom as well as residence on the top floor..
We tried to contact the Asst. Engineer Mr. Raghuveeran, Alwarpet , he gave a mobile no. and asked to contact the technician. when called the technician says he does not have time and that we can complain to the higher authorities..
We look forward from your kind self to do the needful and to align these people to do their job truly.
