continous problem in handset

Dear sir,
I have purchased a samsung phone in november 2012. There was a problem in the handset,3g was not working. It is an dual sim cellphone and when 1 sim is inserted than the 3g is working but when both the sims are inserted than 3g is not working. I went in samsung care many times during these days. From last 2 months i have went to samsung care formore than 15 times and at last yesterday i got a new replaced handset. But the same problem is still there in the new handset. Please suggest me what should i do? And please take the proper action as soon as possible.
