Relieving Letter Not Released

Name of company/service: Iris Unified Technology Ltd.

I have worked in Iris Unified Technology Ltd. for more than 3 years and at the time of resignation I had paid my 1 month salary to them as per my Joining Offer Letter. Either I had to pay my 1 month salary or I had to serve 1 month notice period. Still Iris asked me to pay Rs. 17,000 an extra amount to me for releasing my relieving letter. I have all the followup mail trail with HR & MD of the company. I have already faced a loss of Rs. 22,000 due to the same reason. I had been offered an amount of Rs. 3,00,000 for joining in my new employer but as I was not having my relieving letter so I had to join on Rs. 2,78,000. Now I have got a new opportunity where I have to submit my relieving letter for my last employer also so request you to help me in getting my Relieving Letter released from the company.
