recharged with 599 but did not get its facilities

Location/place: roorkee

Name of company/service: reliance communication

i recharged with 599 on my reliance cdma prepaid number 7520510025 but did not get its facilities and i had to recharge 400 rupees extra to talk.after talking with customer care he reasoned of technical fault and told that facilities of 599 recharge would be resumed in next 48 hours. and i will have to recharge further to talk and no refund will be given to me for this.
