balance deduction without activation of value added services

my uninor no is 8271233707.i have recharge for RS-30,on 26/04/2013,at 10:20.and within 5 min 21 rurees is deducted for 3 VAS.but i have not activated any services by self.all services are activated by company itself.when i call 198.for the refund of my balance they refused for the same.and i want to say that this is not the first time when such a case has happened. so i want to register a complain againts uninor telecom for such an act.
