Defective piece not being issued replacement

Name of company/service: Nokia

My nokia Lumia 920 phone is defective. dust enters INSIDE the front camera which causes the proximity sensor to malfunction. So, whenever I make or take a call, the screen goes completely black! I cannot even end the call or switch to speaker or use the keypad. It is almost unusable.

I have been to Nokia Care and they are not able to help me. They refuse to issue replacement saying it is not Nokia’s policy. They are not sure if they can even repair it.

What should I do??
