Stark difference of what was promised and what got delievered

Its with utter shock I am writing this complaint for your review

I had a bought flowers worth 2400 from myflowergift.com and before doing that I had a detailed chat with Riya (online assistant of the website) before placement of
the order and she had assured me more and less the shipment of the roses shall be with the pic which was shown in the website.
Moreover, i was assured that 100 dutch roses of similar sizes and buds shall be decored beautifully in the bouquet. However to my shock I have the pic which had a pathetic 75 roses bouquet

The following desprepancies where there:-

a) The bouquet shown and delievered are stark apart
b) I was promised 100 roses however received 75 roses
c) was promised dutch roses of similar buds however received roses of different buds and they are normal desi roses
d) The pacaking was pathetic and it isnt worth half the price i was charged

When I called Abhishek and asked polictely to refund the money he said he cannt do that and cause its through a vendor nothing can be done.
Abhishek whos email id is [email protected] and number +91 9886722619 has said in hindi ” mein kuch nahi karta, ja joh karna hai”

In light of this, I would like to take your advise on how to file the complaint and proceed.
I have the wire transfer details and pics of website and what was delievered.
