Wrongly Charged

Dear sir,
I am kuldeep singh. I have reliance postpaid connection which is 09389777009 (UPE) . Sir i want to say that my bill generated on 9th mar 2013 and i received and checked, i found that system charged wrongly. According to my Tarrif plan SRP200, Call Rates are following.
RIM CDMA RIM FW/FIXED GSM OFFNET MOB OFFNET FIXED
LOCAL 0.00 0.00 0.00 0.50 0.50
STD 1.50 1.50 1.50 1.50 1.50
pulse rate 60 sec

Now
Sir i had called on this no. 05852222094 (UPE). It should be charge as a local offnet fixed but it charged as a STD no. Why?

Pls check my Bill attachment.
So please i request to you that please give me waiver of that amount.
