promise to give a loan but it was not done

in february one tele caller from birla finance ltd called me and told about their new scheme of an insurance and she said that if i was get an insurance from birla sun life insurance then their company give me a loan of rs.(insurance amount*10) then i arrange the money for insurance and i get it . My policy bond came to my home after some days . Then i called the person and she told me that your loan was approved and it will take some days to deposit in your account. After some week i called her but this number is temporarily out of service.
