Poor quality and delay of handover

I booked my bungalow at 2009. Still I did not get the hand over, contract as for 2 years. Last dec. 29, 2012, got the handover letter and found most of the part not done and very poorly constructed. Then they said for rectification in 7 days, but still I am not getting all rectification and they are not communicating also. Making us fool and customers are loosing money. They are not paying any penalty charge also for this delay, but taken penalty for a day delay claque clearance payment of installment.
