Unreliable connection of NetConnect and Bill generation of Unused service

Sir,
It is to bring to ur notice that even though i have given the request of netconnect service termination on 20th jan 2013, the connection has not been disconnected and monthly the bill has been generated for the unused service not even the minimum charge.Its is been repeatedly going on since jan 2013.when ever i call customer care regarding this they are not rectifying my request and they r asking to pay the bill and then only the connection will be disconnected.Today i.e., on 31st march 2013 i again called the customer care and the same has happened and now i have payed the bill amount i.e.,662.
Its my earnest request to look into the matter and help me from such type of issues and services.And i also request u to take action on the company.
