Sell defective item and ignoring for refund.

I had buy one Swipe tablet form online shopping ebayindia. I found tablet have manufacturing defect and i cannot use this defective item. Purchase id (PaisaPay Id : 33155839325) and refund clam id are (176200). i called ebay many time for refund. always getting 2 days or 4 days. Please help me to get my refund.
