amount charged without activation

Name of company/service: reliance communications

I purchased a DataCard on 14.01.13 but it was not activated up to 29.01.13, but the company charged Rs.299 towards plan charges whereas the services were not initiated by RCom. We had submitted all required documents on 14.01.13 only.
