Tata docomo asking for roaming charges on 3g datacard after saying “Roaming is free”

I have taken the tata docomo 3g connection 9035068590(post paid)for my data card at tata docomo outlet in kammanahalli bangalore. While taking the connection the person at the tata docomo outlet said that roaming is free. I have submitted all the documents and got the connection under rs.955/ Monthly plan with 5gb data limit. In the month of september 2012 I had used the service in roaming (in andhra pradesh) thinking that roaming is free as it was already told. After using around 120mb data in roaming, suddenly the service was disconnected. I called the customer care and they replied that I have crossed the usage limit. But I have not crossed my 5gb data limit. I informed the same to them now they said that you have crossed your maximum limit of 2000/-. After this discussion they have sent the bill for rs.2649/-. Actually I should get a bill for rs.955/- + Taxes which I have been paying for the last 7 months till that time. In the bill they mentioned that extra amount (excluding the monthly rental rs. 955+ taxes) is the charge for the data that I have used in roaming. How can they charge for roaming once they said that roaming is free. I called their customer again and asked clarification. They said roaming on tata docomo signal is free and on other signal providers roaming is not free. This was not told at the time of taking the connection. I asked them that being a end user how does the customer know on which signal the customer is working. After this, on one day (17/10/2012) one of the tata docomo representative called me and asked for the bill payment. I said I only pay the regular rental amount + taxes. He then negotiated and finally settled for rs. 500/- Extra apart from my regular rentals and also assured that he will activate my service. I said that I will pay rs. 1500/- Only as per the negotiation and he accepted it and collected the money from me wide bill no. Csd/389063. After this my service was not activated. I have called the customer care many times and they said they can not activate. Then I called the person who collected the money from me and asked that as per the word given him whether he could activate or not. He said no and asked rs. 500/- More and said that the connection will be activated. I said I will not pay any more and asked for the connection termination.
They called me many times regarding the bill due and this time they said they will send a legal notice.

My question is that being a customer (end user) how do the customers know that on which signal they are working. Another thing is that while taking the connection it was clearly said that “roaming is free”. Now they are asking me the roaming charges.
Could you please help me how to deal this?
