not getting room possetion

I have purchased room from 2nd owner in miraroad .the owner is Harishchandra Rai. we have done registration of the room on 10 th september 2012. but till date that person is not giving me possetion of that room. please suggest me what to do. i have paid 50 % amount to that person.
