Not closing the account on multiple request and still billing.

I bought this internet USB post paid from the MTS sales person and when I activated it i did not get the service he promised and the company, very next day i called the person and the company to close the account and after few days they sent me the bill. I told them i already requested to close the account and instead of paying i want my money back for the USB modem. For some time they were quite and again they sent me the bill of approx 900 RS which i do not owe because I am not using it and they have barred the services after few day of opening the account but still they are billing me for that. Its a humble request please take care of this matter because they are threatening me now if i do not pay them and they have refused to close the account. They are saying they will continue billing me whether i use it or not.
