Complaint against Tatkal Booking from IRCTC site

i would like to complain against irctc tatkal booking.I am trying to book tatkal tickets.,.bt thrice my transaction failed and also many times the site fails to open. Though new tatkal rules have been implemented bt it still does not help COMMON man 2 get a ticket. wht shud we do??
