not getting my phone in working condition from the service centre

i submitted my phone samsung-i9001 to the service center. which was in warranty period. my phone was in on condition. it was having problem with charging. but after 2 days they called me and said that it will cost me 10,000 rs. when i asked for my phone they are giving me it in dead condition….
