Service deactivated after recharging talk time Rs. 220.00

I have a bsnl prepaid mobile connection (8900183514). Which was valid till 8th August, 2012 but I recharged this connection on 5th of August, 2012 before expiry date of validity. After recharging this number have talk time balance of Rs. 220.00. After 8th of August BSNL deactivate my connection without any notification. Before 21st of August I have seen the balance of this number of Rs.220.00 but after that balance shown NIL. And one of BSNL Customer care executive told me that if I recharge Rs. 80.00 then the connection will active but they don’t return the talk time of Rs.220.00 in any circumstances. In this situation how can I recover the connection with the talk time balance of Rs. 220.00.
